HCR2018 (monitor travel)

I completely SUPPORT the part about prohibiting governments from limiting our miles driven or monitoring private travel.

However, the prohibition on monitoring any vehicle’s miles would not allow the state or a county or city from monitoring their own fleet of vehicles for safety purposes, employee travel expenses or vehicle maintenance.

It would also prohibit agreements between private companies that are part of our State Improvement Plan (SIP) with the EPA to reduce pollution in Maricopa County.

The prohibition on taxing vehicle miles would keep us from ever including electric vehicles or vehicles powered by other energy sources from paying their share of using our roadways.

There are some simple changes that can be made to the HCR to address these critical flaws that I suggested to the sponsor, but he and the organization who wrote it refuse ANY changes.

This HCR would change our State Constitution, if approved by the voters, and would be very difficult to fix later if there are problems. We have to get it right the first time.
